New York Considers Cap-And-Invest Program to Slash Emissions

Politco-Pro.jpgALBANY, N.Y. -- New York could enact a sweeping policy to limit greenhouse gas emissions from all sectors of the economy under a portion of the draft climate plan due at the end of the year.

The new draft obtained by POLITICO endorses an economy-wide "cap and invest" program to achieve New York's ambitious emissions reduction goals. The proposal is subject to discussion and final approval by the Climate Action Council, which is dominated by Gov. Kathy Hochul's appointees.
